Sets the Parameter to a Date Time Literal.

)

Public Sub SetLiteral ( 
	name As String,
	value As DateTime,

name: Type: SystemString
Parameter.
value: Type: SystemDateTime
Integer.
precise: Type: SystemBoolean
Whether to preserve precisely i.e. include fractional seconds.
